Member Survey: Should Chapter 19 Offer a Group Dental Plan?

The Federal Managers Association (Chapter 19) leadership is continuously looking for ways to enhance the value of your membership. We have recently received a comprehensive group dental plan proposal from Hawaii Dental Service (HDS).

Before moving forward, we need your feedback to determine if there is sufficient interest among our membership to officially pursue and establish this group policy.

Why Consider an HDS Group Plan?

As Hawaii’s leading dental benefits provider for nearly 60 years, HDS serves nearly one million people across the islands. Partnering with HDS would grant our members access to:

· The Largest Network: More choices for dental care across Hawaii and the U.S. mainland.

· No Deductibles: None of the proposed plans require a calendar-year deductible.

· 100% Covered Preventive Care: Diagnostic and preventive services—such as examinations, cleanings, and twice-yearly bitewing X-rays—are fully covered at 100%.

· Local, Reliable Service: HDS is a local organization whose customer service team resolves 99% of issues on the very first call.

Summary of Plan Options and Estimated Costs

If established, participating members would pay their monthly plan charges plus a 3% processing fee to cover administrative overhead. For your convenience, members would also have the option to elect for auto-payment.

Below is a breakdown of the base monthly premium rates proposed by HDS, alongside the total estimated monthly cost including the 3% processing fee:

Note on Coverage: All three options include a Diagnostic & Preventive (D&P) Waiver, meaning your routine cleanings and exams do not count toward your annual maximum allowance. Covered relationships include the subscriber, spouse, children (up to age 25), civil unions, domestic partners, and reciprocal beneficiaries. Rate are subject to charge and are considered valid through December 2026.
